Blizzard has implemented new action bar animations in Patch 10.1.5.
Action bar animations received updates in the forthcoming update.
We have new animations for global cooldowns and whenever spells come off cooldown. The spell icon has been updated with a “progress bar” animation, letting you know when a spell cast is finished.
MrGM created a short video showcasing them all.
