The revamped User Interface in the pre-patch includes some elements which cannot be moved with the Edit Mode. Fortunately, there’s an addon that will help you move pretty much anything.
It’s called Bartender 4. It’s available on WoW Interface. All the elements that can be moved are highlighted in the linked screenshot. Courtesy of MrGM.
