Blizzard has changed the minimum level requirement for Timewalking Dungeons in Patch 10.1.7.
Currently, you must be Level 60 to be eligible for Timewalking, but Blizzard has changed the requirement to Level 45 in Fury Incarnate. The change applies to all dungeons, according to MrGM who found the change in one of the database tables.
