The item’s rewarded from the quest portion, where you teleport to a Murloc version of Dragonflight. The Warcraft community has discovered the reference and loves it!
Blizzard even renamed zones on the Murloc Dragonflight map for those who have not noticed and there are Alliance and Horde leaders depicted as murlocs.
