Dreamsurges in Patch 10.1.7 reward you with item level 415 catch-up gear.

Dreamsurges are new world events available in the forthcoming WoW update. The Dreamsurge quest requires you to complete daily quests in a dreamsurge, defeat empowered rare elites, close a Waking Dream portal and contribute Dreamsurge Coalescence towards the effect.

The quest reward is a BoA bag with a piece of item level 415 gear that you can send over to alts.
