A hotfix has made the Weekly Spark Quest account-wide, allowing you to get your Spark of Shadowflame on alts without doing the campaign.
Previously, all alts would need to complete Chapter 1 of the Patch 10.1 campaign in order to unlock A Worthy Ally: Loamm Niffen. Now the quest seems to be unlocked account-wide and alts can head straight to the Zaralek Caverns to pick it up and earn the Splintered Spark of Shadowflame by getting 1,500 Reputation.
