A minor, but much needed update coming in Patch 10.1 will allow players to upgrade their heirlooms to level 70, allowing them to be used throughout the entire Dragonflight leveling process.
Awakened Heirloom Armor Casing and Awakened Heirloom Scabbard follow previous upgrade tokens, and can be found on the same vendors with similar pricing.
