Blizzard has announced in Developer Interviews and in the Announcement post that there will be significant loot changes during Phase 2 of Wrath of the Lich King Classic. As part of Phase 2 Wrath Classic, Blizzard will be implementing a new Heroic Dungeon difficulty known as “Titan Rune Dungeons”, which will drop higher item level loot than typical Heroic Dungeon loot. Here is a simplified look at the new loot tables for PvE content in Phase 2.
