In a recent hotfix, Gavel of the First Arbiter’s “On Use” effect has now been disabled when the player is above level 60.
Gavel of the First Arbiter from The Jailer in Sepulcher of the First Ones was a very very powerful weapon, due to its “On Use” effect. This weapon was so powerful, it was looking to compete with Heroic and, for some classes, even beat Mythic weapons to still be best in slot.
